What's the source? In my case these were ATSC 1.0 HD streams above 10Mbps. I am suspecting your streams might have lower original bitrate.
All the main networks on ota here are 1080i with a few other channles 720p. All are around 10Mbps. The sub channels are SD and are lower bitrate. SD channels always look like crap even with no transcode and are irrelevant since that’s how they come from the source. TPT and NBC are considered main networks.
Put somewhere a transcoded video with a scrolling news ticker. The movement was always jittery. Maybe you need a second pair of eyes.
I already have a 2nd pair of eyes. They are Oakley branded. 4 eyes better than 2?
Maybe you need to be more accepting of other peoples experiences that are not in line with your own. 
What are you viewing things on? A 75in 4K tv or something?
The largest tv I have ever owned is a 42 in Vizio from 12yrs ago, and is 1080p, so my experince with "large" tvs is limited.
You might be right, the need for transcoding is not there anymore with the advent of ATSC 3.0 and higher interned speeds.
