Your diagnostics are still failing to be submitted, so you still have some other issues going on with your computer.

Yes, it needs to be on all the time to be able to have your clients connect to it.
That you for all the help you been given me throughout the days,
it was a third-party antivirus program which caused the issue, I uninstalled it and restarted the computer and was able to connect.
