Ok, after reading everything over a few times and multiple tries and a lot of help from you guys its up and running and when the pc restarts it automatically restarts the dvr. The way I had it running before it wouldn't store my configuration so I would have to reenter my sources after rebooting. Now I know it was my volumes were wrong. This is what worked:
docker run -p 8089:8089 -e TZ=America/Minneapolis --detach --name=channels-dvr --restart=always --volume C:\ChannelsDVRMainConfig:/channels-dvr --volume C:\ChannelsDVRMain:/ChannelsDVRMain fancybits/channels-dvr:tve.
