I may be misunderstanding the issue, so I apologize if I am. But in regard top ATSC 3.0 guide data not needing the internet, would seem to be inconsistent

The guide data for ATSC 3.0 is the same as ATSC 1 so it uses the guide data from Gracenote not via the HDHR Device. Guide data has nothing to do with DRM implementation.

lol I was clearly tired when I wrote this, reading it back it's a pretty dopey question. of course, you can get ATSC 3 EPG data without the hardware that supports playing it. Just like any EPG data from anywhere, has nothing to do with whether you can watch it or not.
