Where did you set to power on after power loss ? looked all over cannot find it ?
If I remember right and it’s like the Beelink in the bios under chipset and change to s3.
You led me to the right place it is under boot - State After G3 changed to 0 that worked.

What is a good hard drive enclourse?
For instance, since they are discontinuing Mac OS 10.xx and I have a Mac Pro with 3 hard drives inside and the 4th bay has an SSD which has the operating systems. I have 2 8TB’s and 1 4TB. The 8TB’s have Movies and TV Shows and that get used for Plex. I use the 4TB for Channels.
But I would need to probably upgrade to a BeeLink or Mac mini and then get a hard drive enclosures for my drives.
