if you can’t figure it out easily - maybe you could run any *arrs / Usenet / Torrents, etc. in Docker containers and limit the cpu, memory and disk read/write iops of the container. There are compose flags for each.
I wish lol it's only doing about at its highest 30MBps, I have a 1Gbit connection.
Definitely look into this.
