I have 2 sources Dish (TVE) and OTA HDHomeRun DUO.
I don't get CC for all HDHomeRun DUO Channels (OTA Philadelphia), live and recording.
No problem with CC from dish channels.
CC exist in the HDHomeRun DUO app.
How can I get it in my Channels DVR.
I am using Chrome to watch the shows.

It's probably the fault of the transcoder. Sounds like you have your web/remote transcoder set to "Hardware"; try setting it to "Software".
(Some versions of the hardware transcoder can't handle closed captions embedded in the video stream; I recall this was especially the issue with older Intel chipsets.)
