I actually found it in Chrome. You have to right click the video and show all controls, it will show up as a few dots in the bottom right hand corner and lets you adjust speed. Only problem is if your not full screen you will probably just scroll to the end of the video.. not ideal placement but it works.
Yep, same with Brave and Edge.
Firefox you just right click and it's on their context menu.
This sounds like a feedback report you need to file with Google.
