Are you able to ping and curl to your DVR Server IP address 192.168.4.20 now from the Olivetin bash prompt?
Interestingly, I just rebooted my DSM VM (for the first time), and now the docker bridge gateway address has appeared:

Perhaps. I installed the package Docker way back on DSM v6
and have just kept updating it. It's now called Container Manager on DSM v7.
I never restart my NAS except when I do a DSM update.
I would think that simply stopping and starting the Container Manager package would be enough.

Also, now that it was mentioned, I did reboot my NAS for the first time in months today and that must be when the gateway showed up.
If you have other containers installed, try the same from those containers.
