2 Prime Tuners, only 1 is being used - "Tuners in Use"

Been having intermittent problems with one of my Prime Tuners not being used when watching or recording shows. I've unplugged it and it shows it's available within settings, but it doesn't pull a stream from any of the 3 tuners on that unit. Any idea how to troubleshoot?

Also notice the same problem when trying to use HDHomerun app when all 3 tuners are in use.

If you look at the web interface(s) of the prime(s) do they show the tuners as free?

Yes, one tuner has all 3 tuners free. Doing a rescan within the HDHomreun app to see if that's the problem.

Rescan seems to have addressed the issue.
