I have Spectrum signed into Channels DVR and TVE enabled, but it appears my local Fox does not participate in TVE. Is there a way to add this manually through a custom channel? I can stream it with my Spectrum login on the official fox.com website, if that helps.

Check if Locast is in your area. That's how I was able to get the missing locals. $5.50/mo but worth it.
Does it stream all day, or only during prime time? What is the station callsign.
I wish! Locast seems to be the easiest option for local stations not on TVE, but unfortunately it isn't near me.
It would be FOX4KC. Looking at it closer, it does appear they limit to primetime on Fox's site. Spectrum's website is weird with it too, but maybe just due to our building's community cable/wifi setup. The Spectrum site says I can only stream Fox over our "home wifi connection" which I definitely am...
Is an antenna with an HDHomeRun my best bet?
Only 24/7 stations from fox.com/live are supported.
If you can pick up the fox signal with an antenna, that would be ideal w/ HDHomeRun.
Thanks! I will give that a try - I have an old HomeRun, just was trying to avoid setting it up until now since any other channel I need is available via stream, but may as well. Our local NBC is the same setup, so I guess this will give me access to that also.
If you can get a good signal it’s worth it, as the quality is generally better and it works without needing internet connectivity or using up bandwidth!
