127.0.0.1 means "this computer". it will only work on the PC itself.
your DVR PC needs to be on the same subnet as other clients and make sure there's no firewalls that are preventing access
thanks firewall is preventing access. it seems I now have 2 instances. how to find which one i should be using?

correction firewall was preventing access now it's not.

That's the IP of your tuner. Different than your DVR.
What device are you running Channels app client on? What IP does it show in the settings for that device?
192.168.1.9 ip address of firestick
Something is weird with your network if some devices have 192.168.1.x and other have 192.168.4.x
Maybe you are connected to two different wifi or something
You can try on the client to click Connect > At Home and enter 192.168.4.24
