Tried to generate a stream link for a purchased TV series. The Marketing Tool search never returned the series. Tried a movie that I had used to previously generated a .strmlnk file and the tool never found the movie. Has something changed?
Apparently, no one is currently using the Apple Marketing Tool web site to create stream links (no replies). I tried again this morning and found that strmlnks for Apple TV+ content could be created, but not for previously purchased shows or movies. Fortunately, I had created strmlnks for most of my purchased movies and for enough shows to at least open the Apple apps on ios devices. Looks like this avenue to unify Apple purchased content and Channels DVR is now closed.

I guess apple doesn't want people marketing non-apple shows anymore.
You can make working strmlnks for any Apple-purchased video content via the TV App on macOS. Search for the movie or series, click to go to its detail section, then click the Share icon in the upper right (just below the search box) and then click Copy Link. That link should work for strmlnk purposes.
You can also do this (Share..Copy) via the TV app on iOS, I just usually do it from a Mac where it is faster for me to do several of them.

Spoke a bit too soon. For shows, the macOS ATV app returns a link to the show, but not individual episodes - at least with my limited 20 minutes of trying. Still a great tip.
To get a link to a specific episode on a Mac in the TV app- go to the show detail page, scroll down to and select the desired Season, and hover over the episode image. You should see a "..." button appear in the lower right of the episode image. If you click that, then Share..Copy Link you should have a working URL to that specific episode of that specific show.
As of July 1, the Apple Marketing Tool is working for Movies and Show Episodes.
