Apple TV2 and 3 do not support Apps. You need an Apple TV4 to load the Channels App.
From a hardware perspective the ATV2 and ATV3 CPUs are not capable of decoding the raw MPEG2 used for US OTA. The ATV2 has an A4 series processor and the ATV3 uses an A5 series processor both of which are 32 bit. The ATV4 uses a 64 bit A8 which seems to be able to decode everything up to high bitrate HEVC.
