Hi I have an OG shield TV and a new 2019 shield.
Both on same OS
Both on same Channels DVR app.
My 2019 shield has the option to switch on auto refresh rate but my OG shield doesn't?
Any reason why?

Looks like one is set to en_US and the other en_GB. The frame rate matching feature is only for UK so your device must be set to the UK English locale.
