can you block clients if needed? like if my son can't watch tv I can turn his client off?
That is not something that can be handled within Channels, no. But, with creative use of your router's settings (depending upon your router) you can manage this other ways on your home network.
You could create a channel collection of the stuff you want him to watch and limit it to that
