You can see if your TV has a zoom function. Otherwise no, as that is how Channels is getting the stream. If this is from an OTA source, you can try contacting the station, as this is how they're sending the broadcast.
It's called 4:3 aspect ratio, SD video. a.k.a. Old School TV
I'm not saying this to mock anybody but I can imagine that it must be weird for young people these days who never saw how old TV was. "Why is the picture small and square?"
Same with VHS.
