Did you wait until the guide was fully populated after you deleted and recreated it before re-adding the source ? The guide update has to fully finish... If you did all this contact support.
Ive had the channel number reserved forever issue as well.
Not the prettiest workaround but....
Download the m3u from the frndly docker. (Put the link in the address bar and download, you may have to try different browsers if your default tries to open the link and not download)
Open the m3u with a text editor. Manually edit the channel numbers to your liking
Paste the contents into custom channels as "text". Save and you are on your way.
Downsides: you wont get changes (new channels etc) automatically. You have to redownload the m3u and copy and paste the addition(s) to your custom channel. Not a huge deal because you are likely going to hear about the new channels here and it doesnt change that much anyway.
redownloading and waiting now. this may take a while.

fyi, my server used to be windows but I migrated to linux a few months back.
I found I had to set my channel numbers at least 10,000 apart to avoid issues.
Mine are only 1000 apart and I have removed and re-added sources hundreds of times and never encountered a problem... Maybe some users have a corrupted DVR DB.

you need to remove and readd pluto and samsung to reclaim old channel numbers
