Channels are not available to add to Channel Collections

I have been experimenting with 3 IPTV services by adding their M3U URL's as sources. I first edit the PLAYLIST via XEEV, to filter out channels I do not want. For now, my primary focus is the local network affiliates in my town.

I then go to create Channel Collections ("Local") in this case. I select each SOURCE and add the 4 Network affiliates. For 2 of the sources, the station is not listed. When I click on the SOURCE via the Channels DVR Setup page, I clearly see the channels. So some are filtered out or NOT available to be added to a collection.

What can I try to resolve this?
