I was unable to play on another device because my main Apple TV was holding two tuners open on different channels via Channels. I checked this via the hdhomerun local web server status page.
Force closing Channels caused both to tuners to be freed. Not sure if you’d like logs via Xcode and USB c. I can try to reproduce. This atv is also on a TestFlight build.
