It appears you submitted logs from your Channels DVR Server. We'll need logs from the actual Apple TV app. You can do that in Settings > Support > Submit Diagnostics. Please submit these after you've experienced the issue again.
You also quoted the version number of Channels DVR Server, not the Apple TV version of Channels, did you mean that this is happening in the Channels app?
Also, you mention that the Skip Commercials button would not select, despite the Resume Playback option. I'm not sure what you mean, as these are two completely different things. The Resume Playback setting adjusts how a movie or show starts when it's been partially watched.
So please let us know if we're missing something here or confusing something.
