This thread is 7.5 years old and the original poster was coming from Windows Media Center, so presumably the OP had a PC connected to an HDTV.
I have both a PC and Mac mini connected to a 77" LG OLED HDTV and I use the iPad app on the Mac mini all the time, so I understand the desire for Windows app, but I also understand why the developers do not want to provide one.
Also, I find that streaming from the server UI works very well from anywhere if I use Watch Now > Full Player. Even commercial skip works well. The only issue I have with this option is that I only get 2-channel audio. If I want to watch an entire program in full screen, I just switch the my Fire TV Cube. I'm also looking forward to getting an Apple TV 4K when the new version is released, which will hopefully be very soon.
It should also be possible to use an Android emulator on a PC and install the Android app in the emulator, but I have not tried doing that yet.
Also, check out this thread for launching VLC for live or recording viewing directly from the server UI. It works well if you want to go directly from the guide to VLC:
