Choppy performance on ATSC 3.0 Recordings

Does anyone else have really choppy performance when playing back ATSC 3.0 recordings on Android TV with the Chromecast? This is a KJZZ 14.1 ATSC 3.0 recording of the Utah Jazz. The playback of the video is completely smooth when played through plex but unfortunately plex still does not support AC4 audio. My only current work around is to convert the audio using Channels ffmpeg to AC3 so that I can play it in plex. Not all the recordings of ATSC 3.0 recordings are choppy but I believe most if not all recordings from this specific channel are choppy. The recording itself is fine. I'll have to see if I have the same experience on my shield TV but I believe it is.

Short answer: Yes

Medium answer: ATSC 3.0 is still considered in-flux and experimental and Devs have stated they are not doing full support, fixes, and updates if and until it actually settles down and becomes a real thing.

It seems to me, Nextgen TV rolled out their advertising campaign and media blitz before there was really anything beyond bare-bones alpha-stage hardware/software development.

When they blindsided the public with encryption and DRM over airwaves owned by the public, things went downhill quickly from a public relations perspective, and LG Electronics removing ATSC 3.0 tuners from their entire line of TVs after the various patent disputes made things even worse for the powers that be behind Nextgen TV.

Ok it seems likes it's their on the fly transcoding of ac4 to ac3 audio. If I use their included ffmpeg binary and convert the audio to ac3 it fixes the choppiness.
