Chrome Failed to start:

I'm running a Windows 11 Channels server. When I try to watch a channel, the "chrome failed to start:" appears on the screen above the program banner.

I have tried restarting and shutting down the server but it doesn't help.
These two messages are in the log before the error:

Can you start chrome? Maybe you need to reinstall it.

Yes. Chrome would start. I tried to uninstall it but it said that chrome was running. When I checked the task manager, there were like six instances of chrome running. Once I terminated all the instances, I could view channels normally.
