Commercial Splash Screen weirdness

A lot of TVE channels throw up a generic splash screen "We'll be right back" or something to that effect over the top of certain commercials--I'm sure there's a strange contractual reason why--but it causes some odd behavior in Channels DVR. Comskip usually (but not always) catches them, but attempting to fast forward immediately skips them and bites into the program. If I rewind back and hit the splash screen, it's almost like a multiple-minute timer is reset and the splash screen is displayed for an inordinate amount of time.

What causes the playback to hang so long on those splash screens? I wonder if they're some kind of a popover because they often get slightly misaligned and you can catch the last few seconds of the ad they were attempting to cover.

Usually they are points in the commercial breaks where local commercials would be run. The commercials you see on the TVE streams are nationally run commercials that are inserted by the channel themselves; the "local" commercials would be inserted by your local cable company. (That's why sometimes there are overlaps or cut-offs when you see commercials, locals being inserted over national ads.)
