Is it allowable to cut all the recordings my personal media folders for TV shows and Movies and paste them into the ChannelsDVR TV and Movie Folders? Will this cause any issues?

No you can't put stuff in Channels' folders
What about the opposite. Can I copy all of my Movies and TV files to my personal media folders without issues? I other words, take my Channels TV and Movie files and copy them to my personal media TV and Movie folders?
I'm trying to consolidate things while I am upgrading my storage solution.
No that would create duplicates in the database.
You can put personal media in the Imports folder if you want it in one place. Or make two top level directories on whatever storage you're setting up.
