Your title is incorrect. Paramount network is not available for TVE.

If you read nothing else from the article, this is what was announced
Paramount channels have long been included in DIRECTV’s larger, traditional Signature Packages, but the company was the last owner of a major broadcast network to agree to allow its channels to be used in the Genre Packs.
Nothing to do with Channels DVR TVE.
True the Parmount channel TVE is not included. My bad. How ever my channel count went up from 86 to 101. Three new TVE from Parmount; CBS, VH1 + BET. Sorry for the misleading title. I will correct.
