DVR Stuck in update loop

Currently on version 2022.01.27.0906 (on windows 10 64-bit). Server keeps trying to update to version 2022.02.09.0020. Downloads, restarts, says "Up to Date!", then starts all over again.

Run the install to uninstall and reinstall, then visit http://127.0.0.1:8089/restore to restore backup

I was running DVR as a background service. I am able to remove the service, uninstall, reinstall. But when I try to start the new install either in the System Tray, or as a background service, it does not appear to start. The Setup reactivates the "Start DVR in System Tray" button, in place of the "Open DVR Settings". When installed as a background service, the "Start DVR Service" button never goes away.

Windows event viewer shows Event ID 1, "Incorrect function."

Can you move or delete c:\programdata\channelsdvr and try again
