Global Streaming Quality vs. client

If the Global Client settings for Playback > Streaming Quality > Internet Streaming is forced to 4Mbps, is there a scenario where we can expect the server to allow a remote client to transcode at 3Mbps?

Doesn't seem to work. Internet upload speed at server is 35 to 40 mbps. Speed as tested from mobile phone to DVR via 5G is 27 mbps. Mobile phone is set for 4 mbps cellular streaming. Server has all clients locked at 4 mbps. The server says the phone client is transcoding at 3 mbps. The streaming media is between 9 and 10 mbps from OTA HDHR.

It’s not going to be a solid 4MB all the time. It’s the max. If you set your phone to 6mb it will report 5mb when it’s bouncing around 5500-5800kb in server activity on a network speed that can handle 6 or more. If you want a minimum of 4MB then choose 6 or 8. It will adapt down if your connection slows.

The display may be rounding down. 4mbps is the combined max, but the activity only shows the video portion. Usually 128-256kbps is used up for audio.
