I use Channel Collections as opposed to letting my sources populate the guide directly and found that when setting up a new AppleTV if you have Guide Collections set to off in the Global Client Settings then channel collections will not show (ie; no guide) until you first enable Guide Collections.
Once enabled you can then disable it again.
This has actually been this way for a long while - I've encountered it before but never reported it until it hit me again today.
