Currently I have a Dell optiplex i3 that has an SSD. Things seem to be running slower than I would like. It seems rewind/FF skipping around is slower than I think it should be. Should I move to a HDD form an SSD? I'm thinking mostly because of the constant read/write.
The issue you describe is determined more by network speed and client device and less on server and storage. Generally speaking you would be better of with a SSD.

I also ran into something similar when the ports on my switch auto negotiated to 100 instead of 1000 and cause some serious slowdown for FF and Rewind. That was on a netgear switches I had. G308. Switch to a different brand and haven't had that problem since. Moved onto 2.5gb switches.
