HDHR Prime lower quality then TVE?

FOX TVE stream.

FOX from HDHR Prime.

Now when I first looked at the prime before capturing this image it was only showing
a rate of around 875Kbps. Which I found extremely strange and still find confusing that the Prime is running lower data then the TVE streams.
FOX is not the only channel I'm seeing this behavior on either.

I don't believe that the stats on this screen represent the source video bitrate.

The Prime web interface will provide that. Or even better, analyze some recordings with the mediainfo app for detailed stream information.
