So, nothing changed, then this morning my TV said it couldn't find the DVR, so I went to another TV, same thing. I confirmed my DVD is advertising on 192.168.1.114. My DVR can play everything locally, and I can see everything on the remote DVR, but I cant get my local TV's to see the DVR anymore, even putting the manual IP to search for the DVR. Everything has been restarted multiple times now.
How are your TVs and DVR server connected to your network? Seems likely to be a network issue.
TV's are WiFi, DVR is ethernet wired to the router, everything has internet access.
When you mentioned everything was restarted, did that include the router? If not I would recommend rebooting it. If so, what kind of device are you running the DVR server on? It would be good to verify you can successfully ping from that device to the TVs that are having the problem.
Server, workstations, router and modem, all powered down and back up. Interestingly, the static DVR at 192.168.1.114 is not in the arp table, and cannot be pinged from laptop at 192.168.1.23, and laptop cannot ping the DVR.
Sounds like you’re on the right track... 
Turns out I am using the wireless router on Spectrum. They made a global change to the routers on an update and effectively made all wireless traffic in an AP Isolation mode. So, now none of my wireless devices can see the DVR (all TV's). Spectrum tech support acknowledged this problem and are "working" on a solution to their updated firmware problem.
