The playback dropdown menu highest setting is 1080.
I do get one 4k ota channel. How can I set either live or playback to 4k?

That's the setting for the quality that would be used for the web player, not the client. The web player requires transcoding due to the limited video formats that browsers support.
4K is not an option.
Is 4k an option on apple tv or onn?
Yes, of course.
I’m suspect of what channels you have that are 4k though as there’s no documented broadcasters using 4K yet with atsc 3.0. Just 1080p in HEVC.
