Locast is a digital rebroadcaster. They take OTA antenna broadcasts, and then stream them online to people in the same broadcast area over the internet. They have apps for a variety of different platforms, you can view the feeds directly on their website, or best yet, you can use your Locast account with Channels and integrate it directly with Channels' DVR.
If you are looking for capturing OTA broadcasts with an antenna to be used with Channels on your TV, then you need a HDHomeRun tuner from Silicon Dust.
If neither of those options is what you are looking for, then perhaps you could be a bit more explicit in what exactly you are looking to achieve.
Is there a way to watch Qubo in Spanish (via SAP)?
If the program provides it, then it will be a selectable audio stream. However, that is only true for OTA broadcasts received via an antenna with a HDHR tuner. Locast only encodes the primary (English) audio stream; secondary streams are dropped, and all audio is downmixed to stereo even if the original OTA source is 5.1 Dolby Digital/AC-3.

Technically, redistributing US broadcasts outside their broadcast area is illegal. Some Canadian locations can receive US broadcasts with an antenna, but it depends upon your antenna, where the broadcast comes from, and your line-of-sight to the broadcast tower.

According to Google, you don't need a HDTV antenna. A simple wire clothes hanger will do.
