I cant find the Channels Plus software download for Windows?

The DVR software app is here https://getchannels.com/dvr-server/#windows
There is no Client viewer app for Windows. You need a supported Client app or use the DVR web UI or VLC to view as a client.

Is there a way to create a "Shortcut to Channels DVR" on a computer that is not the Channels DVR but on the same network?

Do you mean to administer the application? If so, you should be able to save favorite/bookmark in your preferred browser pointing at IP address:port/admin/settings. (IP address of the machine running channels server, of course)

Example:
192.168.x.x:8089/admin/settings
