I’m trying to download the channels dvr app on an ipad but the app store states IOS 13 is required before downloading it. My (6th gen) ipad also tells me my ipad, running ios 12 is up to date. Am I out of luck?
Yes unfortunately Apple requires all new apps submitted to the App Store require iOS 13 as a minimum. We were forced to require this with Channels 4.0 release.

6th Gen iPad is definitely compatible with iOS 13.
