I'm trying to add the IPTV source from: GitHub - iptv-org/iptv: Collection of publicly available IPTV channels from all over the world

I then use the EPG from: Index of /epgshare01/

However, when syncing the EPG, only some of the channels get matched. When I check the XML of the EPG directly, see it in the data. For example, Outside TV channel --> OutsideTV.us with listing info, but it does not get matched...nor can I try to manually match it in the Channels editor.

...is there an easier way to setup IPTV.org with EPG data?

You may need to go in and edit/manually match channel each channel. Pencil icon on TV sourced

But iptv-org is not "officially" endorsed or supported here.

Use individual m3u, not the master list. Iptv-org links do break sometimes. So reliability might not be best. But you cannot beat the price.

You may want to check out using Xteve to parse the desired M3U files with the "All Sources" EPG file from the link you shared. After you Map the channels to the guide info inside Xteve it will generate a local M3U and XML file that you can load into Channels

Is iptv.org even legal?

Did you see their Readme > Legal
The domain name you posted is something totally different and is registered to Iowa PBS
