I might have to move my DVR server from my WD PR2100 NAS to my PC. My question is if an Intel CPU is needed for TVE and remote access. My computer is running an AMD Ryzen 7 2700 CPU.

No, Intel processors are not needed.

I just purchased a WD MyHome and when trying to add ChannelsDVR TVE to the HD Myhome I receive a message stating it is not supported on ARM processors...I reached out to support and it was confirmed that "Sorry but the TVE feature does not work on ARM and will not be supported in the near future" this tells me that you will need an Intel or AMD full fledged processor for TVE. I am waiting for a response from support on what the system requirements are for TVE.
Generically, ARM processors on NAS are not supported. I've had TVE work with ARM processors on Raspberry Pi and aarch64 (ARMv8/ARM64) Odroid-C2 devices, so it can be done. But, you've got to have a bit of understanding of the system itself.
Your mileage may vary, but it can be done. However, you may want to stay away underpowered devices if you're hoping to get TVE working on ARM.
