Is there anyway to restore just the rules from a backup?

The recording from the backup are long gone so from my unstanding it will still show just the listing and not know the recordings themselves are gone.

So I ask is there anyway to restore just the season passes/rules and not listing/recordings?

Not really. But if the recordings are indeed gone, after you restore use the "Prune deleted" command and those missing recordings will be culled from the database. (However, the DVR will still remember that they had been recorded in the past.)

I use powershell ... cleans them all up in one shot. Invoke-WebRequest -Method Put http://xxx.xxx.xxx.xxx:8089/dvr/pruner/deleted

I believe that is the same action as in the web UI: Settings > Sources > Personal Media > > Prune Removed Media. (Yes, I know this is under the section for your imported local content and you are asking about the DVR's recorded content, but IIRC it handles both situations.)
