Is there some way to mark stored programs as Do Not Delete

I am using Shield TV and all recordings are stored on an external hard drive. Is there any way I can mark several recordings as DO NOT DELETE? Or can I move these programs to another hard drive? If I can move how do I do that?

Yes, mark as "Keep Forever" in the app or the DVR web UI.

I understand the DVR web UI but don't understand what you mean by the App

It's only in the Apple TV and iOS apps right now.
