"dvr is not running" = the dvr server software is not running (or your pc is off). Are the ports open?

I think the ports sometimes are open and sometimes not.

Yea your PC has not reported in for a couple days so it's either not online or not powered on or the dvr software isn't running on it.
The server is on it and I think it’s up and running.

You can use a free service like UptimeRobot to test that the port is listening and alert you if it stops. For this to work well you’d need a static public IP or a dynamic dns service that would let you use a host name to test.

Yes you can use a DHCP reservation.
But I'm telling you this is not a port forward issue. There is a problem on the PC.

Yes. The DVR must be accessible 24/7 for remote access to work. If it's asleep, it cannot respond to network requests, and the drive with the recordings will be unavailable. (The PC running the DVR really ought to be 24/7 for local access, too.)
