I've been using an Apple TV 4K 1st Gen (Model A1842) with Channels for the last 2 years, and long show descriptions have always been cut off. See photos. I've searched for a setting to change but I can't find one. Is this a bug?

Yes. I have mentioned it several times in the past over the years. There is currently no way to get more of the description than the brief section that the modal dialog allows for.
Allowing for some way for the user to select the text box with the description to present a new window with the full text is a feature that has been asked for several times in the past.
