I have moved my recordings from one HD to another HD on my mac by adding the new HD as the DVR location and then just manually moving all of the recordings and the rest of the files over. Would it be the same to move it to a PC?

To move to a different computer, you should copy/move all the DVR files including the Database directory that lives next to the TV and Movies folder.
When you install the DVR on the new computer, visit http://127.0.0.1:8089/restore and tell it where your recordings are. It will import all your recordings, passes and settings from a backup.
