Must reinstall channels after every Mac restart

I've noticed that when I restart my Mac, my Channels is no longer functioning. The little TV icon (see screenshot) is absent from the menu bar, and when I navigate to the bookmarked page for Channels, I get an error that Safari cannot open the page. Also, I cannot find an actual "Channels" application in order to make it a login item. The only thing I've been able to do is open the Channels installer and reinstall. Am I doing something wrong? How can I have channels available even after I restart my Mac?

If you go to System Settings -> General -> Login Items do you see Fancy Bits as enabled or disabled?
