I deleted channels from my Synology by mistake. I have reinstalled it in the same location. Is there anyway to rebuild the database for the recordings I had before I deleted it?

No way to rebuild but you can restore via http://x.x.x.x:8089/restore

It has been stuck on "enabling dvr" for a couple of hours. Is this normal?

No it should be instant. Can you try refreshing? Does the Log tab show any errors? Click Help > Submit Diagnostics

You can try stop/start the dvr from the NAS apps interface then start the dvr checkbox
