My prediction is the FCC is going to allow sunset of ATSC 1.0, do nothing regarding DRM, not mandate ATSC 3.0 tuners, let ATSC 3.0 die on the vine, then reclaim and auction off the public spectrum to the highest bidder(s) for billions.
... and every OTA station will remove their antennas and become "Over The Internet" stations, several years before they die completely.
