New pre-release failed to restart/unable to connect win 11

I updated to this version, and the server failed to connect after ward.

Had to manually close the server application on the host computer and re-open the server.

I also notice the last several pre-releases, the Admin web page does not refresh/re-load after it upgrades the server.

It looks like the DVR couldn't bind to port 8089. I'm releasing an update that causes the DVR to shut down if it can't bind to the port to make it easier to diagnose these issues.
