This is purely speculative, but anyone have a sense of how it will be made available, and would TVE access allow us to use Channels to record games?

While nothing has been mentioned in the press about this thus far, my tea leaves indicate that the full package will only be availabe through YTTV's own first-party apps.
The Verge also has a good breakdown on the pricing.

These channels will not be available in Channels.
The streams will come directly from YouTube TV to the YouTube TV clients, and not TVE streams.

Luckily, they will live on via IPTV as commercial and international access to Sunday Ticket was of course not part of the YTTV deal.
