OTA tuner being preferred even though it is lower priority

I have 1 HDHomeRun Quatro, and 2 HDHomeRun Primes. I have the 2 primes as the top priority, then the Quatro, then TVE.

When I set up a pass on a channel that is both OTA and on the Primes, it chooses to record with the OTA tuners instead of the Prime. Is there any way I can force the recordings to the Prime, and only use the OTA as a fall back?

Where are these priorities set? The DVR uses the priorities is the web ui for recording purposes. Client priorities are separate and can be different.

The priorities were set right (Primes as first and second, Quatro last). I had a thought last night, and checked this morning. It appears channels marked as Favorites will override the tuner priorities. The Quatro tuner channels were marked as favorites. As soon as I changed that, it worked as I wished, so this is solved.
